Resolution 1999.09: Bulk Fresh Water Resources

Whereas, Under the North American Free Trade Agreement (NAFTA) signed by Canada, the United States of America and Mexico in 1993, “unless water in any form has entered into commerce and become a good or product, it is not covered by the provisions of any trade agreement, including the NAFTA,” and

Whereas, Recent proposed deals between Canadian provinces and United States and Canadian companies to export Canadian water have raised concerns, and

Whereas, Waters found solely within provincial boundaries are the property and responsibility of the provinces; therefore be it

Resolved, That the national council of The Catholic Women’s League of Canada, in 79th annual national convention assembled, urge the foreign affairs and environment ministers to vigorously pursue their three-point strategy announced February 10, 1999, to prohibit the bulk removal of Canadian water, including water for export from Canadian watersheds; and be it further

Resolved, That the national council of The Catholic Women’s League of Canada, in 79th annual national convention assembled, recommend that provincial councils urge their provincial/territorial environment ministers to prohibit the bulk removal of provincial/territorial water.
